The letters in the rows skip one each time so the missing letter is E.
In each column, the number in the middle (after being arranged in numerical order) is the average of the other 2 numbers. In column 1 the average is the bottom, in column 2 it's the top so in col. 3 it's the middle so (9 + 15) ÷ 2 = 12
so missing is E12
